How do I control read access within a project area?

We are in the midst of taking a single PA/ multiple team area approach for multiple systems that we develop/maintain.  One area of concern is when we have external users(either external customers and or subcontractors doing development/co-development with us on some systems.

With this aspect we need to contract what these external users see and have access too.   It's my understanding that the added security this imposes (eg. restricting User A to only see his change requests and no one elses )  imposes additional challenges that a single PA approach may not be able to address.   I may be incorrect in this but could you comment on this aspect ?

Please indicate what exactly you want to allow an external user to see.   In particular, if you want to say "a person can only see work items that they have submitted", then there is no good way to achieve that in RTC, whether you use one project area or multiple project areas.
