The project has multiple teams.

Stream A is owned by Build Team and Dev Team has visibility to it.

Can we further restrict the Dev Team so that it cannot deliver change sets to Stream A?

You can use the "Restrict Change Set Delivery to Components in a Stream" pre-condition for "Deliver stream (server)" in Operation Behavior.
Please see the example in https://jazz.net/library/article/1075#com.ibm.team.process.definitions.server.componentPermissions about how to implement the pre-condition for multiple teams.
