Can I edit tomcat-users.xml while server is running?

When I am adding users to my tomcat-users.xml, can I edit the file while the Jazz server is running? Or should I stop the server and make changes?

Will this always be the way that administrators add users? It seems like adding a user within the IDE should be enough. A dual, manual process is sort of annoying.

You can edit the file without danger (the edits will not be lost) but they
will not take effect until the server is restarted.
