RTC migration not seeing branch tags in SVN dump

We are moving from SVN to RTC. We are able to import in our branches and the code looks ok but the history is mixed up. The history for older branches is showing up in newer branches although they are parallel and should not contain some of the older branches history. We think there is some tag that is needed in SVN that RTC is not seeing but not sure how to create the needed tags. We can see where branches were created in the history but RTC does not seem to recognize it. Is there some specific branch/tag that RTC is looking for in the dump to determine a branch? We are using copy to create a branch from a main branch.
