The reports engine is very useful to generate project health reports.

Is there a plan to allow organization of reports into a dashboard, ie a consolidated view of tiered reports and alerts that is scoped to a role?

If you do a Work Item query for "dashboard", you'll find find some (such
as work item 29758, for example) reflecting some ongoing work. Also,
plan item 31288 contains this description:

"Monitoring project health. Jazz should provide project health reports
and dashboards that help project leads (and other team members) to
monitoring progress and overall health of their project. "
