Approval 'edit state' button greyed out [Solved]

I guess if I am the creator of the workitem and an approval is assigned to me, I cannot change the approval.
If I logon as someone else who has approvals assigned, they can change them.
if THEY create one for me, when I logon I can change it. but I cannot change the one I created for me by me.
