RTC: Is there any way to programmally manipulate the project process specification?

Our work item enumerations reside in the process specification (instead of DB) and we'd like to programmally add new literals to one of the enumerations, which means we need to manipulate the specification XML file. 

I couldn't locate any APIs in the Jazz Client API specification. Anybody could put more light on this? Thanks!
