Why summary field is not displayed for approved test cases?

I am using RQM 4 and found that for approved test cases, when you select the test case, it only displays test case id without the summary. This happens only for approved test cases. Test cases in Draft or under review cases it shows the summary. Also found that in test plan, if you hover mouse over the test case, it shows summary even for approved cases but when you select the test case it won't show summary

See The name of test artifact could not display when the test artifact is in "Approved" status. (92398).
