dev workshop, add user, no developer licenses available, help

 so we have a new developer starting to get the env setup. 
he needs to add another user, added the 10 free licenses, and they show in JTS as active.

but when we want to select one for this user, none are shown.

this is 4.0.x workshop.

what did we miss?

Found one more forum which lists down the same issues.

Tried using the jar from above forum which has 10 free licenses but all of them expired.

Issue still persists.. if someone as link to jar file with active licenses or any inputs about how to resolve the issue then let us know.

what do we do here? the workshop environment is 4.0 and the workshop license keys are expired. (since 4.05 is shipped)

how do we move ahead?
