I got below information as below. But it has not been updated for about one and half year. Thanks a lot.

Rational Team Concert 4.0 SDK

We are currently in the process of reviewing and updating our RTC SDK and related content for RTC 4.0 as part of a larger effort to revamp our content focused at developers and community members building on and extending Rational Team Concert. In the interim, please continue to refer to the 3.0 and 2.0 SDK.

Check back here for the latest updates!

The SDK can be downloaded for the 4.x versions. There is no official documentation on the SDK whatsoever. All the hints in the wiki are as is. Having said that, the available documentation on the RTC 3.x has always worked for me. I have seen no Version issues. See: https://rsjazz.wordpress.com/2013/07/09/new-version-and-now-experiences-with-sdk-and-plain-java-api-across-tool-versions/

I try to provide examples here: https://rsjazz.wordpress.com/ and also the extensions workshop is available for 4.0: https://jazz.net/library/article/1000

if you install the SDK as described in the Extensions Workshop, you can use the Eclipse Plugin Development Environment to search the classes and the JavaDoc as described here: https://rsjazz.wordpress.com/2013/03/20/understanding-and-using-the-rtc-java-client-api/
