Only Jazz Admins can do that, and only within the web client.

You will see the red "X" icon in the toolbar, if logged in as a user with the JazzAdmin role.

In Eclipse, one way is to bring up the work item in the work item editor.   "Delete" will be one of the valid operations on the work item if you have the JazzAdmin repository permission.

If you just want to no longer see the work item, you can use the "move to another project area" operation to take it out of its current project area and move it into some "junk" project area you have created.
