When do Lab Resource reservation in RQM, how to make machines as "restricted" or "unrestricted"?

When do Lab Resource reservation in RQM, how to make machines as "restricted" or "unrestricted"? 
So that the "restricted" machines must be reserved by submitting request and "unrestricted" machined can be reserved directly.

I've found the enhancement, unfortunately it stays in the backlog for so long time, do you know how to push it into implement?

Hi Ming,
I doubt this will ever get implemented. Last year we had someone from Rational at our site and he said that since RQM is not a prime product like RTC chances to get individual enhancements implemented is very low.
Also, to my knowledge not many customers are using lab resource reservations.
