RQMv4.0.2 How does RQM-CQ artifact container work?

We have problem unblock TCERs, the UNASSOCIATE DEFECT popup window stays forever.

Further investigation found that in CQ link page the links back to RQM Test Case and Test Case Execution Record sometimes did not exist.

Then more were observed that the links will not get updated if a closed/rejected CQ request is used at the time when Block Defect is done, unless the CQ user performing this action is CQ Admin.

We are not sure whether these observations are accurate, but it seems like the following improper behavors are confirmed,

1. Sometimes RQM marks a TCER as blocked though the CQ Link cannot be updated.

2. RQM sometimes waits forever but still cannot finish the unblock action.

3. Sometimes a Blocked TCERs cannot be Unblocked, even though the CQ user is CQ admin.

Our team believes that neither CQ nor RQM team customized the bridge between RQM and CQ. Then our question is when we create the default bridge, are there rules like CQ link won't be updated if the CQ request is closed or rejected? Are there any other rules? Why do the rules allow Block to happen but do not allow Unblock to happen?

A few additional notes:

In RQM 4.0.2 the TCERs can be automatically unblocked when the CQ defect is resolved.
See the infocenter topic:
http://pic.dhe.ibm.com/infocenter/clmhelp/v4r0/topic/com.ibm.rational.test.qm.doc/topics/t_config_auto_unblocking.html

The TCER-->defect link is automatically removed automatically but the defect-->TCER link is not removed automatically.   Starting in RQM 4.0.4 both links will be removed.  See:
Automatic unblocking of TERs doesn't remove backlinks in CQ record (89317)

It is also recommended to use the latest CQ 8.0.1 release.

There is a defect for the unblock, so it is there but it does not work. I think it is resolved in v4.0.4.

We have no plan to upgrade CQ to 8, we are using 7.1.2.4.

We now have a new scenario, users can create a CQ ALMReguest/Defect, that means they do not have permission issue, but they cannot write the backlinks in the CQ Links tab. What should we do?
