Hi Sean, it sounds like a static rich text box can solve the purpose.
To try this, in your presentation section, add a non-attribute based presentation and select the kind as Static Rich Text and add the links you wish to be present there. Below is a screen shot.
You should be able to add some text as well before or after the links.

you do not have control of the 'form'. Only 'fields' on the form, including Links.
so to make the links appear you have to ADD links to each workitem.
and to have your own text, they would be Related Artifact links.
I do not believe that you can create links with a 'default' value handler.
you 'might' be able to create a template workitem with the links already created,
but I've never seen that done.
