Error "Illegal operation ('accept') for stream" happens when accepting change set on stream

I got following problem.
In my environment, there are 2 streams. e.g. steam 1 and steam 2.
Flow target of steam 2 is stream 1.

When a user submit a change set into stream 1, I want to accept it on stream 2.
However, when I try to accept the change set, following error happens.

Illegal operation ('accept') for stream 'st2'


What's the cause of the error?
The version of RTC is 4.0.2.

Please try the workaround mentioned there: invoking accept directly from the Pending Changes context menu.
If that doesn't work, see if anything is reported to the Eclipse log.
