Is it possible to configure the default value of permission when creating repository workspace ?

When creating a repository workspace, on page of Select Read acess permission, there are three choices available: Public, Private, Scoped.

I tried different RTC Client to connect to the same project (RTC server is v4.0.0), and then created a repository workspace.
- when I use RTC Client 3.0.0, the default value of repository workspace permission is Public,
- when I use RTC Client 3.1.0, the default value of repository workspace permission is Private.

So my question is:
- Is the default value of of repository workspace permission configurable? Is it configured at RTC client side or RTC server side?

Changing the default behavior is not possible.   I would suggest openning a  RFE.
