How does OSLC Work Items Service Provider relate to the RTC Reportable REST APIs

How does OSLC Work Items Service Provider relate to the RTC Reportable REST APIs?  Are these the same thing?  Does one extend the other?  If I want to construct or run an existing work item query in my project, will either do the trick?

REST API will query the CCM DB for information.
The OSLC providers are URLs which can be used for linking (that is, can be consumed by clients).
In Short, OSLC uses REST to establish an integration between applications or artifacts.
