It is not possible to find/search private workspaces?

When creating a repository workspace, the "Private" option says: 

"Only the owner will have read access to the repository workspace. The repository workspace won't show up in searches. However change sets in the public components will be visible to others.""

I can find public workspaces of a specific user, but couldn't find a way to know the private ones each user has created. Even as JazzProjectAdmin this kind of search is not allowed? Or am I missing something?

Would like to know all the workspaces the users have created, including the private ones. It is possible?

(using RTC 3.0.1.3)

JAZZ DEVELOPER
JazzProjectAdmin only grants the user the ability to create project areas. They have the same read access rights as JazzUsers. JazzAdmin will give the user full read access.

JazzAdmin will give the user full read access.

Using server-side com.ibm.team.repository.service.internal.TeamServiceContext#runAsAdmin from a JazzUser session still does not find the private repository workspaces. Any advice?
