There is a drop down menu for the viewing plans - one of the selections is normally traceability.  I am only seeing one selection available on creation of new test plans (project schedule).

Unfortunately, I cannot access this link.
However, in ccm/web, you should be able to navigate to Plans -> Browse All Plans from the main navigation bar.
If no plans are available, you will need to create a new one and associate it with an iteration.
