Hi Nagaraju.

Team Concert does not have a Mercurial importer, so I would suggest you import your Mercurial repository into a Subversion repository first:
    http://stackoverflow.com/questions/1898994/converting-from-mercurial-to-subversion
Then you can generate a Subversion dump file from the repository and import the dump file into RTC:

    https://jazz.net/library/article/650

I don't have any expertise in Mercurial, so I can't guarantee this will work. But I think it's worth trying.
