Does RQM version 4 have the ability to import test scripts from Excel and/or Word?

Yes it does.
You will need to download the excel/word importer plugin and install on your machine.
Once installed, you will have addin created in excel/word to export the test artifacts to your RQM repository.

Each version of RQM has its own compatible plugin.
You may browse 'All Downloads' section of your respective RQM version to get the plugin.

For RQM v4.0, you can download the utility from the below link:
https://jazz.net/downloads/rational-quality-manager/releases/4.0/RQM-Extras-RQMExcelWordImporter-4.0.zip
