Micro Report Data Only for Project Members?

I'm noticing some strange behavior when using the Cumulative Value Flow viewlet on a dashboard.  If you are not a member of the project, you don't get any data in the viewlet.  If you are added as a member of the project, then you automatically see the data.  Access Control is set to Everyone, why can't everyone see the data?  What am I missing?  Thanks.

 Aaah, just found the answer.  There is a separate permission to see report data.
