Can Email permissions be set so Owner of Test Plan or Test Case is notified if there's a change?

I looked through the Help and forum, but couldn't find much on email notifications in RQM.  When I look through the  email configuration for a user I don't see anything about Test Plans or Test Cases, only Work Items.  I believe in the past I've been notified for Artifact Reviews in RQM.

Is it possible for email notification for other Test Artifacts or is feeds the only way to go?
