How do others get around needing to take action on defect before seeing the required fields for it?

The required fields for the defect needed at the current time are not showing when the defect is opened, instead the required fields that got it to it’s current state.  So, the user doesn’t know what to fill in until After they change the state! 

Has anyone also found this too confusing for their users and figured a workaround?

Do you mean the required fields for any 'about to be' state?

as an Example, in 'New', trying to go to 'In Progress'

Yes, it would be nice to see the required fields for the 'proposed new state'.

select the new state (action) and the new target state required fields would be highlighted..

don't think it works that way today

yes, sam, but it isn't apparent when opening the form and seeing the required fields, that you need to change the state prior to editing.
