Problems creating a Lifecycle Project

when i try to create a Lifecycle proyect apparently the application can not return data from the database

I would assume your setup is broken. The CCM application seems to have an issue.

Per Ralph's comment, your system setup seems to have encountered a prior error. As you note in the red box, the CCM application is not available -- that's certainly the first thing to fix.
