How to create a duplicate workspace owned by another user?

Hello.  In one project, we have a user who has been making changes to the codebase in his own repository workspace.  He has chosen not to deliver these changes to the stream yet and wanted another developer in the team to make further changes.

How would the new developer duplicate the first developer's repository workspace but have it loaded as his own repository workspace? 

The RTC Eclipse client is on v3.0.1.2

What about choosing the Workspace of the new developer as a flow target for the developer that does not want to deliver to the stream? It should be possible to deliver between the two repository workspaces directly. With that, the new developer can stay with his/her own workspace and just accept the changes from the first developer.
I do not see a possibility to clone the workspace of the first developer with its change sets.

In this setup, it's only possible to accept from each other. Change sets cannot be delivered to another user's workspace. Also, the accept will work for change sets that have been completed. Active change sets can only be accepted as a patch.
