Hi,
When I try to create a Defect in Quality Manager ( with the integration CQ-QM), using Internet Explorer 9, I got a blank pup up I can see form of Clear Quest.

Do you have Quality Manager and ClearQuest both configured to use http, or both configured to use https?  The symptom described sounds like you may be experiencing the behavior described by this techonte:

I'm using QM with https and ClearQuest without https, so I need to add https to CQ ??

Hi Rafael,
Yes.  If you connect to QM with https, then you need to use https for the ClearQuest server.
From the technote:
"In this scenario, use https for the discovery URL when defining server friends for ClearQuest providers."
