https://jazz.net/help-dev/clm/index.jsp?re=1&topic=/com.ibm.jazz.platform.doc/topics/t_create_process_template.html&scope=null has information on creating process templates.  It says "You can create a process template with no initial content, except the process configuration structure and placeholder iterations."
