Not sure how to say this correctly, but basically a "Project" defines the boundaries of work whereas a "Folder" simple organizes the work. Projects have characteristics like triggers and partitions and can be moved (archived/restored) in other databases.
It matters a great deal which folders and modules are within the Project (the boundaries), it matters not much the folder organization therein.
Houses have rooms and rooms have sub-rooms, but the house is the principal organization of the neighborhood; has an address, insurance, single owner, utilities.

Projects may contain Triggers and partitions and may be archived and restored.

No two Projects in the database may have the same name (also top-level folders).
Not sure the above is adequate.
