Change Proposal Staple Links module purpose?

I have been unable to find any reference to the Change Proposal Staple Links module. When creating a new change proposal system for a project the module is automatically created by DOORS; does anyone know the purpose of this module?

The IEA posting answered my question. The Change Proposal Staple Links module links change propsals that have been identified as part of a duplicate set.

Yes, they used to call it 'stapling' and now call it 'duplicate sets', but they preserved the name of the link module.

But its still a rediculous notion. I don't see any point what so ever in declaring that CPS-1 is fundamentally a duplicate of CPS-2, to attach 1 to 2, and push 2 though the system and ignore 1. Seems to me you are far better off just simply rejecting #1 with the reason that #2 covers it adeaquately. If nothing else, you can always resurect #1 later if you need to, but not if you attach it to a duplicate set.
