From my experience - you need to have an active support agreement with IBM which means you have already purchased some licenses and have paid your annual support fee. IBM will then provide you with a login to their License & Customer "Passport Advantage" portals where you can download license keys and installation files for the products that you have purchased. It's a very confusing process - the portals are not easy to follow - Telelogic had a more user friendly interface for this sort of thing when they owned DOORS.
I don't think you can even download a fully operational demo licensed version of DOORS from the IBM website - at least it's not obvious if you can.

You can download full versions of any Ratl products at the eval ctr - you need an IBM ID to access this site - just register and then login - you will need a license key to use the product. If you want to do an evaluation, you will need to contact a technical sales person who can assist with getting an eval key.
