So that would suggest not data or configuration issue. But why is it broken in IE and FF? I guess for all users. At what exact point is it broken? Before login/after login/opening module/expanding database tree etc. What may help on IE is to run Developer tools and see if you can see anything being blocked, anything odd. Look in the console and network. You could compare with Chrome. Or Firebug on FF (but you'd have to install that). Also think about proxy configuration and addons. Is there any difference is how chrome VS IE/FF have to go through to render the data. It's also worth looking in the logs - server\logs and server\festival\logs. You may need to log a PMR on this.
