I've only ever seen the License Server, FlexLM, as a service.

You can set up different levels of logging, and it should tell you why its crashing.

Seems to me I had some luck with the DOS "telnet" command to see if a port@server is active as opposed to just available.

if telnet or other methods fail, another brute force method would be to have a task that starts DOORS, and closes it if successful and emails if unsuccessful, then schedle that on a client to run every 10 minutes.

Until someone who knew what she was doing would help me, I'd adopt a brute force method of restarting the service: write a task that starts the license service, and use Scheduled Tasks to run it every minute.
