The increment is the value delivered by completing Product Backlog items during a Sprint, plus the value delivered in prior Sprints.

At the end of a Sprint, the new increment must be “Done”, which means it must be in a useable condition and meet the Scrum Team's definition of “Done”.  The Product Owner decides when to release an increment.
