1. Log on as system administrator
A project area can only be created by a system administrator.

Note: The infocenter doesn't distinguish between System Administrator and Project Area Administrator -
referring to both as Project Administrator. We call out these roles separately because the person
responsible for configuring the tool for multiple projects (the System Administrator) typically works
for a different organization, and has different permissions, than the person responsible for
configuring an individual project (the Project Area Administrator).
References to the "Change and Configuration Management application" are synonymous with Rational Team
Concert.

2. Create a new project area
Choose the appropriate process template for this project. (The process template preconfigures the
project area with a default timeline, work item types, dashboards, and so on.)

The simplest way to create a project is to follow these instructions: Creating a project area using an Agile ALM with Scrum template (downloadable
here).
However, if you directly create a project from a template, you cannot update it to newer versions of
the template. For long-running projects, or for organizations that want to standardize, we
recommend that you Standardize process by using project area process sharing.
For the "provider project area", use an Agile ALM with Scrum template. In this approach, you
create a provider project area for the entire organization. Then for every "real" project you
create a consumer project area that inherits the process of the provider project area. For more
information, see Sharing the process of a project area. Note that "project area" in later steps
refers to the consumer project area created for the real project.

3. Assign a Project Area Administrator
Add a user to the project and assign the Project Area Administrator role. Send out an invitation to
that user so they can access the newly created project area.
This gives the user the access rights to configure the project area.
